offset......how do i read this chart?

I guess I found what wheel I will get next  ( 19x9 and 19x10 ) , but can anyone break this chart down with the wheel size that I plan on getting. And around how much do they go for........with or without tires?.......

in Super lo/Lo/Hi Disk and O. Offset : first number is offset, second in parenthasis is lip size. 

O. offset is the custom sizes and the range they can be made in. all of the other sizes in super lo/lo/Hi are the standard sizes.
