Noobish Lip Kit Question

I am looking for a lip kit for my UCF11 and was thinking of getting a wald lip and rear valance didn't want to go and do anything too extreme for now. But I haven't really done any body work other than repairing stock body work on other cars, and was wondering how you attach the lip/valance? The valance seems to have holes, so do you just drill into the bumper?

Most (lip) kits I have ever seen bolt to the inside of the fender well where the splash guard meets the bumper. Wald may be different, but I am not sure.
