Fender mod guys... I need advice!

So I want to start experimenting with fender mods. Not because I need more width (yet), but because I have a fenders I want to fix. My AE86 had these tacky factory fender trim things. When I took them off, it turns out that they weren't just tacked on to the top of the fender, but the fender had a recess to accomodate them. I'd like to figure out how to smooth out that recess and maybe add a little more clearance while I'm in there. The pic isn't that great, but it's what I have accessible at the moment:

Keep in mind that I've never done this stuff before. I don't have a fender rolling tool. But I am willing to experiment and learn.

I would do some searching online but there are a few ways to do it. I know I have seen one where someone simply purchased a hammer dolly kit from Harbor Freight and they just mashed away for a few days.

Another method I have seen is to put the vehicle on jack stands, then place a jack uner the wheel in the area you will be working on. You place a baseball bat or a large pipe in between the fender and tire and you roll the bat from one side to the other very slowly and gradually. Each time jacking the tire up slightly more. From what I have read the key is to be very patient when doing this and try to do as little as possible each time you do it then to hide the recess grab some duraglass if it will be subject to moisture and smooth it out with filler or something like this to smooth out the recess

If it's an indent stamped into the metal... a fender rolling tool isn't going to "flatten" that out... and it looks like you got some rust through spots too? Best bet to smooth that area? Weld up a strip of metal... take it all down to metal... remove any cancerous parts... get sheet metal... make templates out of card stock.. transfer to metal... cut with snips/shears... weld in place... smooth out welds... filler as needed.
