should be a quick fix.
remove the door panel and change the motor. shouldnt cost more than $50 and would be a quick DIY.

It could also be the plastic bracket attached to the window. Remove the door panel and check it out.

I am going with the motor being worn out. It is the most used window in your car. I think $50 for a window motor is VERY cheap especialy for a Lexus. One other thing it could be is the switch may be bad. Since your car is a 92 over time it gets moisture on the contacts and will cause it to stop all together or one way or the other. You can test it by pulling of the door panel and unplugging the plug going into the window motor. Using a car battery or other 12Volt source, take 2 small jumper wires from the battery to the window motor. There may be 2 or 3 prongs or 4 or 5 prongs depending if you have Auto up and down. By connecting your jumpers to the prongsyou should be able to get the window up and down. I would check around and see if you can get a wiring diagram off the net. I just looked up a used window motor and they go for around $120. It is a easy install and if you need any help with the above test let me know. It is easy to me but I will help you if you need it

if hear the motor runnin while you are pushinig the switch. it good. i would check the window regulate.

could be a combination of the motor and the regulator, if you still hear the motor then it is the regulator, had the same problem with my old GS.
