That's a gimmick. The activated carbon in there won't last a year with water going through it (think a filter purifer unit on your facet like those brita ones) AND you can't filter the water enough to get rid of the bacterias in it. Besides, all activated carbon does, is 'polish' the water, filtering out particulates.
The best way, as have been done for centuries, would be to boil the water. They may not have access to a water treatment plant, but they surely have fires.

Just a side note, but giardia can survive in water boiling up to 300degrees..
