Need help with Modified exhaust tix socal

I got a ticket for modified exhaust. Mine is definitely loud, so it was coming. But my question is, I got a ticket and a month later my homie driving my van got the exact same ticket .
 
To my understanding, youre allowed to operate the vehicle with the existing ticket as long as you have it fixed by the due date of the first citiation? And that you cant get the same ticket for the same violation on the same car within the period of the first ticket? and does that include 2 different drivers of the same vehicle? Also tickets were given by 2 different agencies and cities, LAPD and LASD...Correct me if im wrong. I really need some help on this..

You guys can't have exhaust up there? Or can, but yours was just hella loud?

I'd call the second ticket first and see what they say...for sure you are going to have to fix, get inspection and pay the first one.
