Japanese translation request

Hi,

I am wondering if someone on here can translate what the document says that came with my two Inspection Duce wings. it may give some sort of insight on what they're made of or how to paint them as my painter is concerned.

I'm visiting the painter again tomorrow so if anyone can get me some answers quick that would be awesome!
