I have a 1g gs300 i would like to know if this offset would work out 

18x8.5+31 
18x9.5+45

i did try to search but just dont understand how the offset work so would like to know if they will fit or not

Yes they will fit but the wheel will be sunken in and require spacers.  How big of a spacer depends on your suspension and camber settings
