Dim Hids After install of new, could it be ballast?

I replaced the stocks due to them seeming to be dim. I think they were the stock ones from 02. One is brighter than the other with the replacements.. Could be a Ballast? Seeing if anyone else had this problem.

They dont seem as bright as they should be, but they are 6ks not 5k. I know the Right headlight was replaced sometime a few years ago due to someone backing into the car. And this one, is the brightest one. Parked up to my garage door the right one puts out that bright gleam where as the driver side is a fuzzy bright and not as sharp.. Maybe I am answering my own question. Replace the ballast

What kind of car? Also usually blurry might mean the bulb is bad or the adjustment isnt correct. Did you try use a different bulb? Or use the same bulb as the good one on the bad headlight?

02 q45.
might be out adjustment. but i doubt bulb is bad since both sides are new upgraded ones. I havent tired switching them.. but that side has always been a bit dimmer than the other. even before the change

just as a note, aren't the (factory, and then even aftermarket) HIDs in the F50's known for burning out fast? I had an 02 model as well, and many owners shared this issue.
