Blacked out headlight?

Forum image

My and my friend was debating on this picture about how the headlight was done. Im saying that the person must have kept the original chrome headlight but just tinted the outside lens to get this look. My friend says that he painted the insides and kept the lens clear. To me it seems that i can still see the shine of the chrome under the black tint. My question IS.... How can i achieve this exact proper look?

You can't see the clear lens of the projector which is why best guess is they tinted the outside.

^^^ Thats what i thought because the back housing of those lights look like they are still chrome. You think it is tinted with film or sprayed?

I think it might be spray tinted on the inside. This is a harder way to do it then just spraying the outside but it gives a different effect. Just an idea also if you could find a pic in better lighting it would probably make it easier to identify and tell how it was done.
