does anyone know the difference between a 2002 ls430 thru 2004. i was looking at a 2003. The 04 has clear tails and was wondering if its possible to switch out if I get a 2002 or 2003

Yes, you can get the fabulous clear/ red tails or get an led conversion easily found on ebay... Hmm, I'm thinking about selling my 02 UL. How much were you looking to spend? Mines pretty clean, runs and drives great...

'04-'06 tails will not fit on a '01-'03, but you can do what Bryan858 suggested.
