Low beams

My low beams dont work.no fuses r blown.when i hit the high beams the bulb turns on.but not when its on low beam.do anyone know what it can be?

dont know about USDM but on my oz delivered model and on JDM, the low beams cut out when you flick to high beam. so i'm thinking perhaps it's supposed to be that way.
