Strange question, but I think the answer would depend on what kind of flag you plan to run. I think for the most part, the fact that we live in a free country with freedom of speech allows us to express ourselves freely, but there still might be some things you want to consider. If you run an LA Lakers flag for example, then I imagine the only local/state laws that might apply would be safety related, and would varry from state to state. For example 'obstruction of view' laws or something similar. In that case you could probably use Google to find out the state laws in your state. If it is the US flag, there are federal laws that dictate how and when the flag should be flown, but these laws do not have penalties, as we are protected by freedom of speech. If it is the flag of another country, then you might want to really look into it as diplomats are required to run those flags on their cars, and it might be seen as you attempting to impersonate a diplomat. But in all instances you should just use common sense to determine if you're doing something stupid or not, as other people will be seeing these flags and reacting accordingly.

People run fan flags on their cars all the time, you'll be straight running any team flags :D
