resizing

I have some 19x11.5,19x10 -10 offset
is it possible to have em resized?or something to make the offset be less?

If the pad is thick enough you can get that shaved down too.

what car is it going on?  maybe leaving the wheels and spending the money on the body work to make them fit might be a better option.
