Questions about modding 2nd gen GS fenders

I did a search and found this thread from a while back about modding fenders on a LS:

This weekend, I am going to assist a buddy of mine in modding his 99 GS fenders to fit some wheels and I was wondering what the best procedure is for doing this?  He rolled the fenders on his last GS with an Eastwood roller and a heat gun.  He still ended up falling victim to the creases from the tabs in the rear and his front fenders also cracked/rusted pretty badly.

Seems like the consensus from that thread is to cut/shave Lexus fenders?  I’ve cut fenders on a 94 Supra with a rotary tool and it turned out pretty good.  I just want to see what most people have used and exactly what they did?  Also, how much is safe to take off?  Thanks for helping.
