97-01 Y33 Turn signal issue

Hello everyone, I'm currently having issues with my driver side turn signal and I was wondering if y'all can chime in.

So my driver side turn signals flicker really fast as if a bulb was out. BUT...

- Both front and rear illuminate when the turn signal is on, just fast.
-Replaced both front and rear bulbs with new Sylvania bulbs and still happens.
-Followed the wiring and doesn't appear to have a short.

Last but not least the part that's throwing me off is when I turn the hazards on, all 4 lights flicker at normal speed.
