when you are legally blind it means you still have some sight but you are unable to see anything with remote sharpness.  My mom is legally blind without contacts or glasses.

well, maybe. Legally blind is a term usually associated with driving. If your sight is too bad for you to operate a car then you are deemed legally blind. Like, my mom can drive with corrective lenses, but her sight is so bad even with them that she isn't supposed to drive at night with or without them. She's never got in a wreck though.

Its where they can see, but dont have enough eyesight to do stuff regular people can do. "legally blind" means that they abide by the rules of blind people (cant drive, can use disabled facilities), even though they might appear to be ok
