It seems to be the wire/cord that connects to the controller for the hydro's

Almost got it...it's almost too refined for what I think he was trying to pull off.

Don't think so...

If you look carefully, it just wraps around the whole car.

I would also venture to guess it isn't juiced. Sits way too high...
