It's for sequential LEDs. The thing I don't understand is does the resistor needed change with the LED I choose? Does this make sense to anyone?

that's not a usable sequential circuit afaik. i have a schematic for one (the one that brokey33 used) and it's way more complicated (what you posted is the back half). i refuse to build the circuit by hand like josh did, but i may design a printed/preassembled sequential circuit if there was enough interest.
