I would consider it to be the shop's build more than the owner's.  For an owner to consider it their own build would require them to do some work on it as well, in my opinion.  Then again, not everyone is capable of doing the dirty work so they use a shop to build their vision, so to answer your question, yes.  In a broad point of view, it is technically a build. 

If it were me, I'd ask the shop crew/owner if it's okay if I can also do some dirty work on my car with the shop workers.  Sign the liability waivers whatever; I just think it would be bad ass (and rewarding) to be a part of the "shop's" build.
